I think Trump might be referring to some Golf coloquial term. I think that it might mean a golfer finishing hole after missing a birdy and coming up short to the hole or going past it, and they tap it along, but almost pushing the ball into the whole, taking the par or boggie? I could be completely wrong, but it's what I thought of when he tweeted it.
